Load
Load Debuff has a cap of 0%, which mean if your opponent doesn't has Load Buff, then your Load Debuff basically has no effect to them.
Example 1:
If your opponent has 500% Load Buff, you have 200% Load Debuff, you can reduce his Load Buff to 300%.
His Load Buff - Your Load Debuff = 500% - 200% = 300%
Example 2:
If your opponent doesn't has any Load Buff, even if you have 200% Load Debuff, you cannot reduce his Load anymore because it's capped at 0%.
His Load Buff - Your Load Debuff = 0% - 200% = -200% = 0% after applying the cap
Remember, throne room Debuff can only be used to counter your throne room Buff, it won't affect other stats or bonuses.
